Thanks to everybody that responded to my question. After looking at the different options, I do agree that windrose.py fits my need the best. Unfortunately, there is insufficient information embedded in the code to the point where I can use it. I sent the author a email requesting more info and hopefully he would respond.
Just in case, have anybody used this code successfully? If so, could you please share a sample dataset to use windrose.py?
