Perhaps I misunderstand the question. How is this question specific to matplotlib and not remote login in general?
If you need an SSH client for Windows, I use putty, and it works pretty well. If you need X11 remoting or something, I've used Cygwin, and I know others have had success with X-Ming. Does that answer your question?
