For this particular data set you might try simply using a log-scaled Y-axis. As to the larger question of interactively adding/removing plot elements, take a look at Enthought's Chaco toolkit. I think most people would agree that its plotting features are not as rich as mpl, but with respect to customizing interaction with graphical elements, it seems like the best path out there.
