This is more like an sphinx issue than matplotlib one, and it seems that sphinx have some support for chm format. So I guess this could be done quite easily. However, my observation is that most of the mpl developers are not windows developers. So, it may not happen soon. On the other hand, I'm personally quite satisfied with current search functionality of the matplotlib documentation on the web. I think the best approach would be that you describe how chm is better, and then we (well, other developers as I know little about web development) try to improve the web documentation.
