Yes, I think it is a bug.

An alternative, avoiding the copy operation, is to replace

shutil.move(tmpfile, outfile)

with

open(outfile, 'w')
mode = os.stat(outfile).st_mode
shutil.move(tmpfile, outfile)
os.chmod(outfile, mode)
