You can set the rcParam "ps.useafm" to True, which will use the built-in Postscript fonts (and not embed any in the file), or set "ps.fonttype" to "42" which will embed the complete Truetype font in the file.

I can produce postscript fonts outside python, say in IDL.
I can produce postscript fonts in python using the psg package, but not matplotlib. In all the examples at http://matplotlib.sourceforge.net/ I did not find anything that
explicitly addresses this issue.
