Hi all,

Thanks to a report from Dr. Artjoms Obusevs, it has been discovered that the 
phase shifter angles in the Polish cases have the wrong sign. It turns out 
these cases were created just before the sign convention was changed (fixed) 
before the release of MATPOWER v3.2 back in 2007, but the cases were never 
updated to reflect that change in the MATPOWER code. The voltage solutions 
correspond to using the corrected sign.

The phase shifts are all rather small (less than 4 deg max), so correcting this 
should not have a big effect. However, these cases have been used in their 
current form for a LOT of studies.

So the big question is, should we correct them now?
