As far as I know is the matpower format open, and relatively easy to
write to (using for instance perl).
On the other hand, the .sav file you provided is a binairy format. If
you can export your data to a text file, it is easy to convert it or
write a filter. And if you are able to convert to IEEE data common
format from within PSSE, you can even use the converter which is
available in the matpower package (cdf2matp.m) to get a matpower format.
