Maximizing social welfare requires that you know the costs of production and the value to consumers. If you have this information, you can convert all of the loads to dispatchable loads (as described in the manual). An OPF with such a system will maximize social welfare. The easiest way to specify the costs and valuations is probably using the "smartmarket" code in the extras/smartmarket directory and described in Appendix C in the User's Manual. (Use auction type 5).
