The optimal power flow problem, a more sophisticated version of the
traditional economic dispatch problem, deals with finding the optimal
dispatch for a single time period. It seems to me that questions of
fuel limits would necessarily fall into a multi-period optimization
problem such as unit-commitment.
MATPOWER has an OPF solver, but does not currently include code to
solve multi-period problems such as unit-commitment.
