MATPOWER 4 will have this feature, where the interface limits are
based on flows from a DC model.

Unfortunately, MATPOWER does not include this capability. However,
you may be able to solve the problem you want by duplicating the
network for each time period and combining them into a single large
network with a bunch of islands. The ramping constraints could then
be added as additional linear constraints that tie the islands
together.
