Surely I would be happy to answer questions regarding the cpf and new state 
estimation code. I am also hoping to fully test and document the codes this 
year. Any comments, suggestions and contribution of test cases are appreciated.

  The reason this code (and the state estimation code) is still in extras as 
opposed to the main distribution is because we haven't had the time to go 
through it and clean up these sorts of things and fully document the 
functionality. So, any help in doing so is appreciated and I'm sure Rui Bo, who 
contributed the code, would be happy to answer questions or help where needed.
