Probably you would be the first one to use a "unmodified IEEE
test" network ;-).
The test networks of IEEE are a bit outdated or limited in
problems that can be shown using them. There is an IEEE working
group who is updating the grids and inventing new ones, but don't
expect any results from this soon. In other words, you can change
anything you want, and if you want to publish something, make sure
it is clear what you changed and why...
