MATPOWER 4 includes an OPF with zonal reserve constraints. However, these 
reserve requirements are assumed to be given as input data. To optimize reserve 
capacity and location you would need to develop your own formulation and 
algorithm. I'm happy to answer any specific implementation questions related 
MATPOWER when you get to that point.
