I finally got around to looking at this. I believe if you simply turn on the
option to enforce reactive power limits at the generators it will give the
expected result.
cdf2matp('dd50cdf.txt', 'case145');
opt = mpoption('ENFORCE_Q_LIMS', 1);
r = runpf('case145', opt);
