To make use of them properly requires implementing a full unit-commitment algorithm. I spent a few minutes thinking about it and I don't think there is a way to easily add these into uopf, since it really is just a de-commitment heuristic. You could extend it to include the shutdown costs, but adding the possibility of turning on units that are initially off requires a more complete treatment of the unit commitment problem.
