Correct.

Almost ... in a conventional power flow, the power injection and the voltage 
magnitude at each generator bus is specified. In the OPF it both are only 
constrained by upper and lower bounds. You could set the bounds to your 
specified PG and VG values if you wanted, then it would be what you describe.
