Dear Shiyang,
It can be the minimization of cost of generators. With regards to social 
welfare, if you have offers and bids then minimization of the cost is 
equivalent to maximization of social welfare.

Dear Prof. Zimmerman,

I want to implement a bilevel optimization problem in MATPOWER, for instance, 
minimization of Cost subject to maximization social welfare. How can I do this 
and solve it with MATPOWER's solvers?
