no power flow result in outage of line 14

Dear Dr Zimmerman

In IEEE 14 bus test system, when I apply outage of line 14 (between busses 7-8) 
and try to run power flow, the matpower messages: "matrix is close to 
singularity" .Can you explain me why it is so?
