I believe they are consistent. You might have been confused since the fbus and tbus numbering is more than 10000. However, note that the first 350 or so buses are numbered greater than 10000. Hence the big numbers in fbus and tbus. These numbers do not actually matter during the solve phase since this is just external bus numbering.
