The case14.m file included in MATPOWER (and converted from the IEEE CDF file at 
http://www.ee.washington.edu/research/pstca/) does not include thermal limits, 
so I'm not sure what violation you are referring to. On the other hand, I don't 
know the original source of that data, and the specified dispatch does seem a 
bit unusual, so I wouldn't assume it represents a normal operating condition.
