psse2matpower is an unsupported Perl script that is largely untested. If you 
know Perl you may give it a try by running:

    perl psse2matpower <options> inputfile <outputfile>

… from the command-line on a system with perl installed. I'm not optimistic 
that you will get a valid working data file from it though.
