MATPOWER does not include ramp rate in power flow analysis. Power flow finds a steady state solution, whereas ramp rate has to do with changes in solution through time (e.g. limiting differences between two steady state solutions). So I don't really think ramp rate is relevant to the traditional power flow problem.
