You can call it what you want. It is the parameter that is used to tell the OPF to limit the MVA flow on the line to the specified amount. Often it is set using the "thermal rating" of the line, which I'm sure is sometimes called a "capacity". In other cases, the safe operating capacity of the line may be set based on voltage or transient stability limits.
