Anything is possible … the question is how much work would be involved. If the 
additional constraints, costs, and variables can be expressed in a way that 
fits the extended OPF formulation described in section 5.3 in the User's 
Manual, then it should be pretty simple and straightforward, and shouldn't 
require any changes to the existing MATPOWER code. On the other hand, if the 
constraints are non-linear functions, for example, it would require non-trivial 
modifications to the existing code.
