I don’t know if a solution exists with Q limits satisfied for the given set of voltage set points. However, if the OPF can find a feasible solution, that means there are a set of voltage set points for which the power flow equations can be satisfied while respecting Q limits. Depending on what you are trying to accomplish, using the OPF solution may be appropriate.
