I suspect that PSSE is changing various controls (generator set points, 
transformer taps, etc.) in order to successfully solve the system. Since 
MATPOWER does not automatically move these controls, make sure that they are 
manually set (in the input data) to the values they take at the PSSE solution, 
then I suspect MATPOWER may give the same answer.
