Unfortunately, at the moment there is not a streamlined process for publishing MATPOWER contributions. We view this is a significant obstacle that we plan to resolve.
In the meantime, the process is simply to send me a fully documented copy of your code with some example test scripts. I will review the code and possibly include it with MATPOWER as I have time. Unfortunately, this makes me the bottleneck in the current process. You can also temporarily put it on your own site (or in a Dropbox or similar account) and send a link to this list.
