As stated in the documentation (Table B-1 in the manual 
<http://www.pserc.cornell.edu/matpower/manual.pdf>, or 'help caseformat’), the 
value to enter is the "MVAr injected at V = 1.0 p.u.”, so for a capacitor that 
would be a positive number.
