The OPF constraints the flows in the lines to not exceed their limits, so if it 
converges, there is no excess flow. See Tables 4-1 and 6-1 in the User’s Manual 
<http://www.pserc.cornell.edu/matpower/docs/MATPOWER-manual-5.1.pdf> for 
details of the results struct and where the resulting flows are stored.
