As long as the generator cost in case 2 is set to be lower than the LMP at bus
17 in case 1, the two cases should give the same answer to within the
termination tolerances the solver. And the OPF does not make a distinction
between PV and PQ buses, so it doesn’t matter which you choose when running an
OPF.
Are the differences you see very small? If so, it’s probably just related to
numerical tolerances.
