By my tests, both the SOC and SDP relaxations of the AC-OPF can be used to show 
that this test case is infeasible.

After a quick look in the validation view of STAC 
(http://immersive.erc.monash.edu.au/stac/).  The thermal limits do appear to be 
an issue.

If the OPF does not converge it is either infeasible or numerically difficult. 
I would start by relaxing constraints to get feasibility. Try eliminating the 
branch flow limits first (set mpc.branch(:, RATE_A) to zero). If that isn’t 
enough, try relaxing the voltage and reactive power constraints. You could also 
try using a different solver if you have access to more than one.
