I assume this is referring to the description you get when you type help 
caseformat and in Table B-3 in the manual 
<http://www.pserc.cornell.edu/matpower/docs/MATPOWER-manual-5.1.pdf>. This does 
not imply in any way that the values of r or x (or b for that matter) should be 
zero for your transformer. The purpose of that description is simply to clarify 
the sign convention for the TAP column, though I suppose to be strictly correct 
it really read: if r = x = b = 0.

I’m open to suggestions for changes to the text that offer further clarity.
