Hi A. Shrestha, To the best of my knowledge the original developers of the Dynamic Test Cases did not include generator cost data.
The NESTA report (http://arxiv.org/pdf/1411.0359v3.pdf) proposes a statistical method for generating reasonable generation cost values. The report also discusses some peculiar properties of IEEE 50-Generator case, which may be of interest to you.
