MATPOWER simply solves an optimal power flow … higher level questions related to market design will have to be answer by you. You may be able to use the dispatchable load capability described in Section 6.4.2 of the User’s Manual <http://www.pserc.cornell.edu/matpower/docs/MATPOWER-manual-5.1.pdf> to accomplish what you want, but that is something you will have to determine.
