Then, If you are going to take the time to ask a question on the list, please 
be respectful of others by explaining it in sufficient detail for someone to 
respond with something helpful. Otherwise it just results in a lot of back and 
forth noise on the mailing list trying to get clarification, which decreases 
the value of this forum for everyone.

It would seem that either you can write the “cost” of your dispatchable load in 
a way that includes your penalty (you will have to determine whether your 
penalty can be expressed as a polynomial, piecewise linear or user-defined 
function of the form in Section 6.3.1 of the User’s Manual 
<http://www.pserc.cornell.edu/matpower/docs/MATPOWER-manual-5.1.pdf>) or it’s 
simply a bit of accounting that you have to do to compute payments after 
solving the OPF (in which case it is not a MATPOWER question).
