having constraints for bus voltages is only possible if you have flexibilities that allow you to keep those constraints. In a normal power flow you do not have these flexibilties, since active and reactive power is fixed at most buses. What you ask for is only possible with an OPF and is in fact exactly what the OPF is designed to do.
