The PTDF is a sensitivity of flows to injections. It is determined by the linear relationships between injections and voltage angles, and flows and voltage angles. The phase shifters enter in the constant term of these linear relationships, so they have no effect on the sensitivities. In other words, makePTDF should still give the correct sensitivities even for a case with phase shifters.
