Ok, the picture helps. As long as branches 15, 21 and 26 are open, then you essentially have 3 separate disconnected radial systems. I’m not sure the radial power flow algorithms recently added to MATPOWER are capable of handling them as a single case. The standard Newton-Raphson power flow, on the other hand should be able to handle them just fine as long as each substation bus is specified as type REF.
If, on the other hand, those branches are closed, creating a meshed system, you will need to convert the extra REF buses to PV, so that you only have a single REF bus per island. You can always use extract_islands() to pull out the radial sub-networks and then solve them using the radial power flow algorithms, but there isn’t an automated way to combine the solve cases back together.
