MATPOWER does not currently use that field for anything. When we were adding RAMP rates to the generator data many years ago, we thought it made sense to allow the data to include ramp limits for several different time scales, even though we weren’t yet using them. So, the bottom line is that we weren’t very precise about exactly what it represents other than "ramp rate for load following/AGC (MW/min)”.
