I did some studies on the line voltage stability indexes. Just went through
the paper on FVSI, and the paper indicates Qj  as the reactive power at the
receiving end of the line.

And for your second question, as the goal of the line voltage stability indices
is to provide information about a particular transmission line, so it
should consider the reactive power at the receiving end of the line
resulting from than specific line (line i - j only and not  m- j while
determining FVSI for i -j)
