In MATPOWER, the APF column of the gen matrix refers to the area participation 
factor associated with AGC for a given control area, but it is not currently 
used by any of MATPOWER’s routines (runpf, runcpf, or runopf), though there is 
a proposal <https://github.com/MATPOWER/matpower/issues/63> to use it (if 
specified) to determine how to distribute the slack across multiple generators 
at the slack bus.
