The voltage angle is considered to be a variable at all buses except the 
reference bus. So you can change the specified voltage angle at the reference 
bus(es) manually, or you could use the extended OPF formulation (see Sections 
6.3 and 7 in the MATPOWER User’s Manual 
<http://www.pserc.cornell.edu/matpower/docs/MATPOWER-manual-6.0.pdf>) to apply 
constraints or costs to voltage angles.
