Actually there is no built-in functions in matpower calculating shortcut 
circuit. The cascading failure simulator by Prof E. Cotilla Sanchez has similar 
functions and is compatible with matpower cases. Generally it calculates 
circuit and relay events take action and a subgrid is blacked out. You can find 
his matlab code here
