The generator bus voltage for the power flow is set by the VG column of the gen matrix. For the OPF it is an optimization variable must remain between the bounds set by the VMIN and VMAX columns of the bus matrix.
You can also fix the voltages at the VG setpoint in the OPF by setting the opf.use_vg option to 1.
