sorry for the late reply. I would say that OpenCaps was never ready to use, for several reasons. At least some serious bugs in the OpenCaps implementation would have to be fixed, but the developers moved on to new projects.
Thats why the Opencaps Matterhorn module is abandoned too.

We are currently looking at the possibility to use Universal Subtitles [1] as a subtitling tool. We would loosely integrate it in the player and would hope that even viewers sometimes would support the captioning.

If you produce MP4/H.264 Videos already you could use the Universal Subtitles page already to generate the subtitles, or you can install it on your servers, as it is Open Source Software too.

What we are doing is to to create an automated import / update of the captions into Matterhorn. But I must confess that this has not a high priority for us and we are only making a slow progress.
