This is normal.  The CA has (untested) remote configuration
capabilities.  Originally we were going to have a centralized
configuration service on the core, however that has yet to materialize.
 The default value for the relevant keys on the CA is blank, which
generates this warning.  It can be safely ignored.

I'm unsure of your timezone, but the events are stored in UTC which
might explain the difference.  I have not seen any bug reports about
captures not starting (at least with the Java CA).

The latest firmware for the ECD is affected by a bug which prevents
capturing.  Hopefully a new version will be out sometime this week.
