An issue came up in the dev meeting this morning:  Tobias has 15
core-related tickets, and the next highest is myself with 8.  Obviously
this is not ideal, and Tobias has a lot of other things on his plate.

Part of the reason Tobias has so many tickets is that he is one of the
only core developers remaining, and certainly the most prominent.  We
have a number of committers who are not terribly active so we need to
step up, even if we are all very busy with local issues.  And even more
importantly we need to step out of our comfort zones:  I was assigning
lots of tasks to Tobias because I did not know who else to assign them
to, so clearly we need more people with experience within the core.

I will be unassigning a number of tickets which have not seen any
activity from lots of committers.  If you are actively working on the
ticket, please reassign it to yourself.  If you are interested in
working on a ticket which is not assigned to anyone *please* assign it
to yourself and take a look.  We need more manpower, and right now it
feels like there's only a very small group of people actively building
and maintaining this system!
