This file only appears in 1.3 and newer. There is a FAQ entry at http://opencast.jira.com/wiki/display/MH/FAQ+%28Trunk%29#FAQ%28Trunk%29-Noorganizationmappedtohandlehostname which describes what you need to change, and why. Item 2 can be omitted for a 1.2.x installation.
