The Matterhorn 1.3 Capture agent will be able to do RTP-Live streaming
(restricted in audio currently). But for live streaming to Flash clients
you'll need a commercial Wowza Media server to convert from RTP to RTMP
for Flash.
The Matterhorn Player components currently don't support the live
streaming. You can use a jwplayer to playback the live streams.
Full live streaming support for Matterhorn is on the roadmap for
Matterhorn 1.5.

No, the Matterhorn architecture only supports video-on-demand.
Currently live broadcasting is not supported via the server. Some
capture agents support live broadcast (including NCast's).
